Definition

Degraded Mode of Operation is a condition where normal ATM services are reduced due to equipment outage/malfunction, loss of supporting systems, communications limitations, or staffing constraints, requiring procedural mitigations to maintain safety.

Objectives
  • Maintain safe separation at all times.
  • Stabilise the situation quickly (stop vectoring if surveillance is unreliable).
  • Provide clear, concise broadcasts and coordination with adjacent units.
  • Record the event (scope, start/restore, actions) for traceability.
When to Consider “Degraded”
  • Loss/instability of surveillance picture (sensor/SDP/RDCU/LAN issue).
  • Key automation unserviceable (FDP/AMSS) affecting FPL/estimates/coordination.
  • Comms degraded (VHF/telephone outages) impacting ATC coordination.
  • Critical aerodrome systems degraded (A-SMGCS, RVR, essential nav aids).
  • Staffing shortfalls requiring combined sectors or reduced acceptance rate.
